The most affordable motorized permit
The Mofa certificate is available from age 15 and permits vehicles up to 25 km/h. Training comprises at least 6 theory double lessons and 1 practical double lesson (90 min). There is no practical exam – only a theory test with 20 questions. This makes Mofa the most compact and cheapest motorised permit available in Germany.
A MOFA (25 km/h) license costs around €565 on average nationwide. A single practice lesson (45 min) runs about €55. These figures are based on approx. 11k driving schools across approx. 1.4k cities (updated August 25, 2026). Lesson prices range between €27 - €79. A typical cost breakdown includes base fee €250, lesson €55, theory exam €55, practical exam €128 – plus individual practice hours on top. Detailed city-level pricing for this class is not yet available across all regions.
With no practical exam and no special drives, costs are highly predictable. Some schools offer Mofa as a flat rate, others charge by the hour. When comparing, check whether learning materials and the theory-exam fee are included in the price.
